Nope, I don't want to charge money, but just typing the name of the book and the author right in the forum gets me banned from some places. Seems here is not such.
So the book is named somekind like - "The experience of a fool, or the key to enlightenment".
The author is the infamous Mirzakarim Norbekov - the founder of the Self Restoring University in Russia. Here is a little wikipedia article about him:

I am at the middle of the book thus too early for conclusions.
I will repeat myself but from what I've read so far is setting your mind and threw it the whole organism and body to work with you and then with simple exercises to improve overall health and in our cases - eye sight.

Edit2: By doing some minor research (in my work time
) I found out that some of the methods are used in many technics and disciplines (understand teachings). They were also used for vision correction before 1903, but since then the medicine was so improved that people would not want to waste time improving themselves thus waiting for the magic pill or the magic cut and so on...thus adapting on the new modern easy age of lazyness. You have pains - you get magic pill and you have no more pains. You are happy, pharmacy is happy - the systems closes again, the balance is complete
Let me give you a simple example a college of mine told me: Now overweight problems (mostly conditioned by junk food full of chemicals) are cured by - another strong pair of chemisty. Some of those are registered as drugs in the bad term. Before? There was no such semi-synthetical food, and overweight probles were reduced by excercising. Now the man is too bussy for stupid running and similar exersices. He can take another pair of chemistry and be happy. The chemical industry also will be happy, the man just invested in it. I don't mean total negleting of the pharmacy - there are a lot useful medicaments there, but also there are many that are a product of the human lazyness in the long term. You got my point.
Todays tomateoes are BIG, I mean 4 times bigger then when I was young (not that I am old now), but taste like...nothing? Also they probably have half of the Mendeleev's table in it...anyway lets not get distracted.
If you have time you can also do some researches (wikipedia helps as a direction guide, don't get everything from there unconditional but use it as a guide) and find out many cases that were "medical helpless" but well...still kicking and pretty much alive (in good Health). I only don't encourage doing it in your work time
