hamid, your situation sounds a lot like mine. My surgeon told me that he recommends 2-3 years after an FOV to do another because of this very issue. The same happened to me. The frill "grew" over time as the flap of left-over vitreous continues to pull away from your retina over time. In fact, up to 2 years I continued to have flashes in my periphery as it continued to pull away. When it reached more than half-way towards my central vision I couldn't take it anymore.

I know my frill is better because now my target cells are much more bothersome. Even within the last month I stop and notice (in fact pleasantly surprised) situations where my frill would be tormenting me yet it's completely clear now. At home now, I'm pretty much clear of everything for the first time in my life. Isn't crazy to think I'd be paranoid of going to the bathroom because of my frill! That doesn't happen anymore. It's only when I go outside or am in very light indoor environments that the frill may light up if light hits it just right (before it was everywhere). Unfortunately these cells always seem to light up outside. My surgeon says if they do go away that it'll take years. I guess I just have to wait.

Concerning what remaining frill I have -- I should know by now that I don't know what my end-state will be for months (more like a year). If it does fade, I'm going to be ecstatic of course. If it doesn't, it's so far out in my periphery and localized now that I could simply wear a pair of glasses with thicker side frames and it'll be gone. Before the surgery, I couldn't do that because the edge would "travel" so far into my central vision.

Do I think my frills will grow (peel) and become bad again? No I don't. In both my eyes they are pushed back so far and flashes have stopped that I'm confident that I'm good. Honestly, if it weren't for these cells (both red and white -- I can now tell the difference) I'd be 100% clear in most situations now. Maybe they'll go away eventually. I can only hope.
